The Illinois Chapter of the Midwest Gain Investigators Association will host a confer-ence at the Suburban Law Enforcement Academy in Glen Ellyn Illinois. A diverse agenda of topics related to prevention, inves-tigation and enforcement will be presented by some of the most knowledgeable speakers from the Chicagoland area. Attendees will be provided various perspectives and tended to better prepare them for dealing with prob-lems related to criminal street gang. Breakout sessions will be conducted in which attendees may focus on specific areas of in-terest in their field. This conference is available only to sworn law enforce-ment officers, probation/parole officers, correctional officers and prosecutors.

Registration starts at 7 AM. Opening re-marks began at 8 AM. Breakout sessions approximately 1.5 hours in length in the morning and afternoon on both days. All attendees must wear name badges after checking in at registration.

Tentative Topics Include

Reading The Ink; To law enforcement gang tattoos serve as an intelligence tool and the interpretation and documentation of tattoos can provide a great deal of valuable information.

Open Source Investigations; techniques for using the internet to investigate gang cases.

Social Media; and its applications in gang investigate and as a tool for developing gang intelligence.

Officer safety issues when dealing with Outlaw Mo-tor Cycles Gangs

Chicago Gang Trends (Social Media & Rap Culture).

STREET GANGS: PROSECUTION TO PRISON

Course Description:

This training relates to Southern Hispanic Street Gangs and will address how the Mexican Mafia utilizes street gang members to conduct their operations and business.  Explain how the Mexican Mafia sets up their structure in local jails and how they utilize force and violence to run the streets.  Training would touch on the utilization of "Taxing" female facilitators, communication techniques, street violence, gang culture and politics and the use of informants to disrupt street and prison gangs.

Day 1:  West Coast Hispanic Threat Groups in Wisconsin and the Midwest. 

Prosecution of West Coast Hispanic Threat Groups in California.

Day 2:  White Supremacist a History of Hate and Sovereign Citizens

Prosecution of Outlaw Motorcycle Groups

Day 3:  Update on Midwest Based Threat Groups

Course Description:

White Supremacy a History of Hate

This course will cover the history and evolution of White Supremacy in the United States. White Supremacists Groups changing tactics and association on a very regular basis. Keeping up to date with this ever changing Threat Group is very challenging for Law Enforcement and Correctional Investigators. White Supremacists can easily blend within many communities, recruiting and spreading racial propaganda with little detection. Violence committed towards Law Enforcement and Corrections by this Threat Group is not uncommon and often results in death. Law Enforcement and Correctional Staff should be aware of the signs, symbols and structure of this Threat Group to better challenge this ever growing threat.

Objectives include: (1) Klu Klux Klan, (2) The Posse Comitatus, (3) Patriot Movement, (4) Sovereign Citizens, (5) Skins Heads, (6) Recent White Supremacist violence in Wisconsin and (7) Prison Bases White Supremacist Gangs.

This course will cover what a “Sovereign Citizen” is along with how and why this movement was initiated. The Sovereign’s belief system is very confusing but this belief system has resulted in cases of violence towards Law Enforcement and Corrections. This Threat Group is very difficult to understand or predict but the threat level Sovereign’s pose to our Communities, Law Enforcement and Corrections are very serious.  Objectives include: (1) Identifying Sovereign Citizens sign, symbols and behavior, (2) Sovereign Anti-Government / Anti-Law Enforcement belief system, (3) Examples of violence these groups have posed to Law Enforcement and (4) Ways to protect yourself against this growing threat.
