Course Description:

This course will cover what a “Sovereign Citizen” is along with how and why this movement was initiated. The Sovereign’s belief system is very confusing but this belief system has resulted in cases of violence towards Law Enforcement and Corrections. This Threat Group is very difficult to understand or predict but the threat level Sovereign’s pose to our Communities, Law Enforcement and Corrections are very serious.  Objectives include: (1) Identifying Sovereign Citizens sign, symbols and behavior, (2) Sovereign Anti-Government / Anti-Law Enforcement belief system, (3) Examples of violence these groups have posed to Law Enforcement and (4) Ways to protect yourself against this growing threat.

Cost:  FREE!  Students and / or their agency are responsible for any related cost (travel, meals, lodging, etc.)

Outlaw Motor Cycle Gangs (OMG’s) have expanded across the area in recent years and have a significant impact on criminal activity in Iowa and surrounding states, especially in small to medium sized communities and rural areas. OMG members are known to carry weapons and exhibit extreme violence, therefore, posing a clear and present officer safety concern to law enforcement, corrections, and prosecution personnel. Support clubs and newly developed local motorcycle clubs often engage in illicit criminal activities in support of the major OMG’s and members are often coerced into supporting OMG’s though extortion. Fierce rivalry between OMG’s has often erupted into major violence which can often impact innocent members of the community and responding law enforcement personnel.  

The Outlaw Motorcycle Gang Influences seminar will address the following topics:

  • Outlaw Motorcycle Gangs 101

  • Major 1% Motorcycle Clubs in Iowa and surrounding states.

  • Support Motor Cycle Clubs.

  • Up & Coming newly developed MC’s.

  • OMG Criminology and impact on communities, including small to medium sized communities and rural areas.

  • Investigative techniques & Intelligence Sharing.

  • Tactical Approach to OMG Traffic Stops.

  • Undercover Operations by ATF.

  • Networking and collaborative efforts through the MGIA secure web site.

Get an inside look at the drug war and the people behind it as we hear from "Bob," a former lieutenant in a major Mexican cartel.

Bob chronicles how he entered a cartel in the mid-1990s and worked as a narcotrafficker for one of the most vicious cartels ever assembled. He describes how cartels operate, including their day-to-day operations, rules, training, and methodology. Bob also recounts how a task force built a case against him and members of his own cartel plotted to kill him. To save his life, Bob cooperated with law enforcement officials and became a confidential informant. As a result, Bob is responsible for 28 cartel-related Grand Jury indictments, three orders of extradition from Mexico, and 23 multiple felony convictions, plus a wire-tapped phone call that led to 20 indictments against members of Hell's Angels. In addition, he testified in open court to secure three orders of extradition against the head and two major players of the same cartel.

Course Description:

White Supremacy a History of Hate

This course will cover the history and evolution of White Supremacy in the United States. White Supremacists Groups changing tactics and association on a very regular basis. Keeping up to date with this ever changing Threat Group is very challenging for Law Enforcement and Correctional Investigators. White Supremacists can easily blend within many communities, recruiting and spreading racial propaganda with little detection. Violence committed towards Law Enforcement and Corrections by this Threat Group is not uncommon and often results in death. Law Enforcement and Correctional Staff should be aware of the signs, symbols and structure of this Threat Group to better challenge this ever growing threat.

Objectives include: (1) Klu Klux Klan, (2) The Posse Comitatus, (3) Patriot Movement, (4) Sovereign Citizens, (5) Skins Heads, (6) Recent White Supremacist violence in Wisconsin and (7) Prison Bases White Supremacist Gangs.
